The participation section says: > To be successful, the Open Permissions & Obligations Expression Working Group is expected to have 20 or more active participants for its duration. Is this a standard text in charters? Let us not fool ourselves. It is the usual thing that, in the group's life time, the number of active participants goes down to 4-5, maybe a bit more.
