Version 2.1 First Call Completed

Dear all, the First Call for comments is now completed [1].

We will now resolve the comments in preparation for the Last Call (9 Dec - 13 Jan)

There were two comments submitted.
- Proposal for updated to actions in Common Vocab [2]
- Proposal for editorial changes to Ontology [3]

Next step is for the document editors to review the comments and to propose a resolution (for public consumption)
