"Set" was used from its mathematical foundation ("a collection of distinct objects").
It was to be used as a general purpose type when you are just making a collection of statements, not asserting an "agreement" or "offer" to any particular party.
Is there a better word?
Since odrl:Policy is its parent class, what is the semantics of an ODRL Policy with type odrl:Policy?
