WG Note for old spec version

Anssi Kostiainen created a draft WG Note for the final version of the 
TR  NFC API spec[1].

The NFC WG worked on that API from the WG inception in 2012 until the 
charter expired 1 November 2014.  The final Editor's Draft was 20 
October 2014.  The WG Note differs from the final draft for that 
approach only in changes needed to make it a WG Note[2][3][4].

When a WG closes, W3C publishes the unfinished TR specs as WG Notes.  
This isn't that official W3C WG Note -- it's a draft that can be used in 
preparing that .

Also, there is a new Web NFC Community Group that we mentioned in a 
previous post [5].  That will work on creating an NFC Spec that would be 
appropriate for use in Web Browsers.
