[web-idl] Grunt/JSHint/Uglify

Team: I've sent a pull-request for the changes to the project for Grunt et
al.

However ­ JSHint has blown up with errors and I'm thinking we might
reconsider some of our configs. I'm reading through all the JSHint options
now to get familiar with some of the more exotic choices, but currently we
have around 108 errors.

I'd appreciate others reviewing this and maybe correcting it ­ in case I've
gotten something sidewise.
