Data Documentation Community Group created

The Data Documentation Community Group has been launched:

This Community Group will serve as an incubator for the work described in the [draft charter of the Dataset Exchange Working Group](https://w3c.github.io/dx-wg-charter/).

All people interested in the topic of describing data and data structure in relation to W3C standards are welcome to contribute.

This group may publish Specifications.
