Charter review notice: Webfonts WG recharter

*Context: *This announcement is an experimental application of the 
proposed 2025 Process for charter refinement [1]. That Process is not 
yet in effect, but the Team is interested in getting experience of the 
proposed changes to determine feasibility and (if anything needs to be 
changed) to request such changes before it goes to AC ballot.

*Short summary:*
   The *mission* of the Web Fonts Working Group 
<https://www.w3.org/groups/wg/webfonts> is to develop specifications 
that allow the interoperable deployment of downloadable fonts on the Web.
