Advance Notice: Working in progress on a Web-based Digital Twins for Smart Cities Interest Group Charter

Hello,

This is an advance notice that the W3C Team is currently working on a
charter for the Web-based Digital Twins for Smart Cities Interest Group.

The draft charter under development is at:

The mission of the proposed Web-based Digital Twins for Smart Cities
Interest Group is:
* to identify and document use cases and requirements that W3C
   specifications need to meet to support various services within Smart
   Cities,
* to obtain feedback from all stakeholders on the usage of Web
   technologies for those services,
* to gather expert input on important features for those services based
   on the Web technology, and
* to provide a forum for technical and business discussions related to
   those services.

"Smart Cities" include bunch of technologies for various stakeholders,
and there is a strong need for smarter and easier integration of those
technologies from multiple vendors related to IoT devices and Web
services.

So in 2021, W3C organized a workshop on Smart Cities [1] and identified
the stakeholders around Smart City standardization and reasonable
applications for Smart City technologies. In addition, we got initial
input on how to organize the draft Charter for a potential Interest
Group for further discussions.

Based on the workshop results, in 2022, we organized a breakout
session during TPAC 2022 [2] with invited key stakeholders from
ECHONET, IPA DADC, IEC SC3D, ISO/IEC JTC1 WG11, ITU-T SG20 and
OGC. During the session, we saw related SDOs' standardization
activities so far, and recognized:
* "Digital Twins" should be the key concept for Smart Cities
   standardization.
* We need collaborative discussion by related SDOs about a possible
   Web-based framework for Digital Twins and standardized vocabulary for
   semantic interoperability.
* W3C should be the central hub for the collaborative discussion given
   Web standards play very important roles for that purpose.

Therefore a charter for the Web-based Digital Twins for Smart Cities
Interest Group is now under development.
