[wbs] response to 'Call for Review: Web Share API is a W3C Proposed Recommendation'

The following answers have been successfully submitted to 'Call for Review:
Web Share API is a W3C Proposed Recommendation' (Advisory Committee) for
Mozilla Foundation by Tantek Çelik.

Regarding the "Web Share API" specification, the reviewer suggests
changes, and only supports publication as a Recommendation if the changes
are adopted [Formal Objection].

Additional comments about the specification:
   There are two other responses raising issues to this proposal to
advancement that I believe merit a Formal Objection and MUST be fixed
before the specification advances. In summary:

The implementation report demonstrates that there are no interoperable
implementations of the features tested by the "feature-policy-listed.html"
test.

One of the following is required before advancing:
* Remove the failing features from the specification and take it back to
CR
* Fix the test if the test itself is broken
* Some other VERY GOOD explanation for why a specification should advance
to REC with a test that shows a feature that is not implemented, and how
does that satisfy the exit criteria.

In addition, there are several non-trivial issues that have been filed
https://github.com/w3c/web-share/issues/

At least 3-4 of them appear to require normative changes to resolve, thus
those MUST be addressed with changes to the spec, and the spec be taken
back to CR and re-reviewed accordingly.

* https://github.com/w3c/web-share/issues/259
* https://github.com/w3c/web-share/issues/258

Note, Mozilla is overall *positive* on this effort:
https://mozilla.github.io/standards-positions/#web-share and the intent of
this Formal Objection is to strongly encourage a higher level of
interoperability.

The reviewer's organization:
   - produces products addressed by this specification
   - expects to produce products conforming to this specification.

Comments about products related to these specifications:
   Mozilla Firefox has some support for the Web Share API, which varies on
different platforms. See https://caniuse.com/web-share.
