[wbs] response to 'Call for Review: Web and Networks Interest Group Charter'

The following answers have been successfully submitted to 'Call for Review:
Web and Networks Interest Group Charter' (Advisory Committee) for Mozilla
Foundation by Tantek Çelik.


The reviewer's organization does not support this Charter for the reasons
cited in comments but is not raising a Formal Objection.

Additional comments about the proposal:
   This Interest Group should instead be a Community Group. The
communication as noted in the charter is conducted in public, and CGs can
have charters, thus this makes sense to transition to a Community Group.

However, if the participants of this group wish to continue as an Interest
Group, then we have the following observation and suggested improvements
for the charter:

First, we strongly agree with the "Out of Scope" section:

in particular excluding technical development of standards and technical
specification discussions. The explicit recognition here to potentially use
a "dedicated Community Group when incubation is needed" is especially
appreciated.

Accordingly, we have the following suggested changes:

* In section "2. Scope", please strike this item: "Propose incubation of
new work to identify network-related parameters from different web
applications' requirements, that can impact the applications networking
performance. Also, consider work on exposing new Web APIs and new Control
Messaging between device and network, to leverage various elements in the
networking path to improve user experience." — we believe this technical
work and incubation or even proposing thereof is out of scope per the
existing Out of Scope section, and thus this item must be removed from the
Charter.

* In section "3.2 Other Deliverables", please strike this item: " Other
non-normative documents may be created such as:". This seems to imply a
broad class of documents beyond what is specified in the charter, including
potentially technical documents.

* Also In section "3.2 Other Deliverables", please strike this item:
"Primer or Best Practice documents to support web developers when designing
applications." — this sounds very much like technical guidance for
developers to follow, i.e. technical work which per the Out of Scope
section should be excluded (or deferred to a CG).

* Section 4. Coordination needs heavy redaction. It currently reads like
boilerplate that was not updated for this IG, containing such phrases like
"Invitation for review must be issued during each major document
transition, including FPWD" which should be impossible for an IG, and
"proactively notify the horizontal review groups when major changes occur
in its technical reports following a review" when there MUST NOT be any
technical reports from an IG.
