[wbs] response to 'Call for Review: Decentralized Identifier (DID) Working Group Charter'

The following answers have been successfully submitted to 'Call for Review:
Decentralized Identifier (DID) Working Group Charter' (Advisory Committee)
for Digital Bazaar by Manu Sporny.


The reviewer's organization suggests changes to this Charter, but supports
the proposal whether or not the changes are adopted.

Additional comments about the proposal:
   We would like to see the following changes to the Charter if it is
possible to achieve consensus on each item:

1. Place the DID Resolution specification on the Recommendation track.
2. Allow the did:web and did:key specifications to advance to Candidate
Recommendation but no further (in order to ensure ample implementer
feedback). 
3. Allow work on DID Core v2.0 and allow it to advance to Candidate
Recommendation (allowing class 4 changes based off of lessons learned
around media types and transformations made during the VCWG v2.0 work).

Each item above is a preference and not a formal objection.

If there are formal objections to the work on DID Method specifications, we
would accept a charter that puts that work out of scope and focuses on
advancing the DID Resolution specification to REC (as we believe that
specification is adequate to demonstrate multiple independent interoperable
implementations of DID Methods).



The reviewer's organization intends to participate in these groups:
   - Decentralized Identifier (DID) Working Group

The reviewer's organization:
   - intends to review drafts as they are published and send comments.
   - intends to develop experimental implementations and send experience
reports.
   - intends to develop products based on this work.
   - intends to apply this technology in our operations.


Comments about implementation schedule:
   We have already implemented the DID v1.0 specification, the DID
Resolution draft, as well as the did:key and did:web method drafts. We
intend to continue to implement those technologies and align them with the
output of this Working Group as well as support them in our product lines.
