[wbs] response to 'Call for Review: Web Machine Learning Working Group Charter'

The following answers have been successfully submitted to 'Call for Review:
Web Machine Learning Working Group Charter' (Advisory Committee) for Mozilla
Foundation by Tantek Çelik.


The reviewer's organization abstains from this review.

Additional comments about the proposal:
   Mozilla neither supports nor objects to this proposed WG charter
update.

Our primary concern is that there is a lack of multiple browser engine
implementer interest in WG participation (we see only one signed up to
participate in the results of this survey as of the time we are sending our
feedback). This should be a warning (red flag) for any WG producing
specifications to be implemented by browser engines.

However, the charter's Success Criteria (CR exit criteria to go to PR)
https://www.w3.org/2023/03/proposed-webmachinelearning-charter.html#success-criteria
have been improved from the previous(current) charter along the lines we
have requested for other WGs, by requiring two or more implementations to
both pass test suites and interoperate with each other. This change in the
charter demonstrates that the WG is aware of the challenges of pursuing a
specification with only one implementation. We expect the chair(s) and
staff to enforce this Success Criteria, and failure to do so would result
in Formal Objections.
