[wbs] response to 'Call for Review: Service Workers Working Group Charter'

The following answers have been successfully submitted to 'Call for Review:
Service Workers Working Group Charter' (Advisory Committee) for Mozilla
Foundation by Tantek Çelik.


The reviewer's organization suggests changes to this Charter, but supports
the proposal whether or not the changes are adopted.

Additional comments about the proposal:
   Mozilla supports this proposed charter and requests changes to the
Success Criteria section similar to our recent requests for the Web
Transport and Immersive Web Working Group charters.

We also observe that the specifications being developed are intended as
Living Specifications per the Deliverables section stating:

"The Working Group intends to publish the latest state of their work as
Candidate Recommendation (with Snapshots) and does not intend to advance
their documents to Recommendation (no expected milestones)."

We support this work mode.

However, this means that the wording around a "Proposed Recommendation" in
the Success Criteria may not be relevant or applicable, and request that
the charter clarify when (if) a CRD (Candidate Recommendation Draft) or CRS
(Candidate Recommendation Snapshot) would be advanced by the WG to a
Proposed Recommendation.

If the "Proposed Recommendation" wording is dropped from the Success
Criteria, then we request that the Success Criteria be updated to describe
how the Working Group will demonstrate interoperability, using test suites,
and multiple independent implementations interoperating with each other.
