Advance Notice: Working in progress on a RDF-star Working Group Charter

Hello,

This is an advance notice that the W3C Team and RDF-DEV Community Group 
[1] participants are currently working on a new charter for the RDF-star 
Working Group, with a primary mission to extend a set of RDF and SPARQL 
related recommendations, with the ability to concisely represent and 
query statements about statements.

RDF-star (initially spelled RDF*) is such an extension of RDF that was 
initially proposed by Olaf Hartig and Bryan Thompson in 2014. It has 
become quite popular, especially as a mean to provide interoperability 
between RDF and Property Graphs, and has been already implemented to 
various extent by a number of vendors and open-source libraries.

A subgroup of the RDF-DEV Community Group then formed [2] to gather 
feedback, use-cases, and explore the possibility of integrating RDF-star 
into the existing RDF standards. The result of their work was published 
as a CG report [3], which can serve as a basis for this Working Group.

Given the number of recommendations that this Working Group needs to 
update, it is important to keep its scope very focused. Therefore any 
other addition to RDF or SPARQL standards, except for pending editorial 
errata [4,5], are out-of-scope. However, the Working Group might 
consider taking advantage of the new W3C process [6] to allow new 
features to be added in the future.
