The following answers have been successfully submitted to 'Call for Review:
RDF Dataset Canonicalization and Hash Working Group Charter' (Advisory
Committee) for Mozilla Foundation by Tantek Çelik.

Additional comments about the proposal:
   Note, while this comment is not an objection (we don't view this work as
web impactful), this Charter does not reflect the cultural precedents &
higher expectations of the past 10+ years of experience with incubation for
W3C REC track deliverables. 

In particular none of the deliverables
(https://www.w3.org/2022/05/04-proposed-rch-wg-charter/#deliverables) show
evidence of incubation.

The scope section
(https://www.w3.org/2022/05/04-proposed-rch-wg-charter/#scope) does list
several topical research papers as input, which is good to see. However,
there is a big difference between research papers and incubation.

Especially for a new working group, the proposed charter should link to
where the proposed deliverables were incubated (with evidence of
incubation, e.g. evolution of draft specifications over time, prototypes,
and implementer interest), or if they weren't incubated (as it appears in
this case), they should be incubated in a new or existing CG, before
proposing a new WG.

Many years ago, long before incubation was developed into an explicit
practice at W3C, similar work was put into XML Canonicalization
(https://www.w3.org/TR/xml-c14n/), with a Known Issues Note:
https://www.w3.org/TR/C14N-issues/. Interestingly, XML Canonicalization is
no longer in the list of publications of the Working Group that is
referenced as having produced it:

Perhaps some of the lessons of that experience may be useful here.
