[wbs] response to 'Call for Review: Accessibility Guidelines Working Group Charter'

The following answers have been successfully submitted to 'Call for Review:
Accessibility Guidelines Working Group Charter' (Advisory Committee) for
Mozilla Foundation by Tantek Çelik.


The reviewer's organization suggests changes to this Charter, but supports
the proposal whether or not the changes are adopted.

Additional comments about the proposal:
   We are generally supportive of this Charter and Deliverables, however we
also support the Charter concerns noted & changes suggested by Adobe’s
comments and add our voice to their requests & recommendations. 

In addition, the phrases "embedded user agents" and "[embedded] authoring
tools" are undefined and as such could in practice could be used to justify
solving the same set of problems as "stand-alone user agents" or
"[stand-alone] authoring tools", despite those latter two being explicitly
noted as "not include[d]".

Without clear definitions for those phrases, they become areas for
selective charter scope enforcement (or scope creep therein) at the whims
of whoever is put in a position of explicit power in the WG to do so
(chairs, staff contacts), potentially violating/subverting the stated "out
of scope" intentions regarding ATAG and UAAG.

We further request that either those phrases (with "embedded" vs
"stand-alone") be defined with reasonable distinctions between embedded and
stand-alone versions, or their entire mentions dropped in order to avoid
temptations to work on ATAG or UAAG topics inside WCAG behind the use of
"embedded" as a figleaf.
