[wbs] response to 'Call for Review: Web Applications Working Group Charter'

The following answers have been successfully submitted to 'Call for Review:
Web Applications Working Group Charter' (Advisory Committee) for Mozilla
Foundation by Tantek Çelik.


The reviewer's organization suggests changes to this Charter, but supports
the proposal whether or not the changes are adopted.

Additional comments about the proposal:
   We object (non-formal) to the inclusion of the Haptics and User-Agent
Client Hints specifications and request that they be sent back to WICG,
until they can pass the criteria noted in the proposed charter for "New
specification features". Separately, we have also requested that the Web
Locks API be moved to the Normative Specifications section in this GitHub
issue: <https://github.com/w3c/webappswg/issues/73>

We explicitly support the language in the proposed charter that says "New
specification features should be supported by at least two implementations,
which may be judged by factors including existing implementations,
expressions of interest, and lack of opposition." which we believe also
applies to specifications as a whole. Following this requirement should be
sufficient for this rechartering process to drop Haptics & User-Agent
Client Hints specifications from this charter update, since they are a
collection of "new features", and both of them lack the support of "at
least two implementations". We would formally object to removing the
language in the proposed charter about "New specification features".

Similarly we explicitly support the proposed charter's wording about
security and privacy, including horizontal review by the TAG & PING, and by
implication, the inclusion of answers to the Security & Privacy
Questionnaire <https://www.w3.org/TR/security-privacy-questionnaire/> in
specifications produced by this working group. We would formally object to
removing the proposed charter's wording about security and privacy.
