[wbs] response to 'Call for Review: Web Authentication Working Group Charter'

The following answers have been successfully submitted to 'Call for Review:
Web Authentication Working Group Charter' (Advisory Committee) for Mozilla
Foundation by Tantek Çelik.


The reviewer's organization suggests changes to this Charter, but supports
the proposal whether or not the changes are adopted.

Additional comments about the proposal:
   We support the WebAuthn working group continuing to iterate on level 2
with improvements & fixes in response to broadening adoption & experience.

We have concerns with the greatly expanded Scope section, specifically new
items 3 through 10. We'd like to see more documentation (preferably linked
from the charter) of implementers adopting level 2 and clearly indicating
what experience-based shortcomings they've encountered to justify the
greatly expanded scope and set of potential features. Until then we'd like
to see at least some of these new scope items dropped but are not raising a
formal objection.

We'd also like to see the Federated Identity Community Group
(https://github.com/w3c/fedidcg) added to section 5.1 W3C Groups. It would
be good to explicitly encourage & drive discussions across web identity &
authentication efforts at W3C, since their use-cases overlap.

Lastly, we fully support the charter references to privacy & security and
would formally object if they were removed. We also support the use of the
Security and Privacy Questionnaire.

   - intends to review drafts as they are published and send comments.
   - intends to develop experimental implementations and send experience
reports.
   - intends to develop products based on this work.

We don't have any plans for Level 3, per the comments above.
