Advance Notice: Working in progress on a Portable Network Graphics (PNG) Working Group Charter

Hello,

This is an advance notice that the W3C Team is currently working on a 
charter [1] for a Portable Network Graphics (PNG) Working Group, with a 
mission to "maintain and develop the Portable Network Graphics (PNG) 
specification".

PNG was one of the first W3C Recommendations, in 1996 [2] and was later 
updated (jointly working with ISO JTC 1/SC 24) in 2003 as PNG Second 
Edition [3]. This was published both as a W3C Recommendation and as an 
International Standard, with identical contents.

Since 2003 errata have accumulated [4] and there is a need to 
incorporate them into a new edition. Also, there have been several 
proposed enhancements; one of which, Animated PNG (APNG) is now 
interoperably implemented in browsers and widely used. Thus, there is a 
need for a W3C Working Group to maintain and publish a new edition 
including substantive changes, to ensure that the specification 
continues to align with implemented practice.

PNG is by design extensible. The goal is to strictly maintain backwards 
compatibility with existing images and existing implementations.
