The Universal Safety Net for Online Learning Community Group has been launched:

Learning to make the case for a new kind of user-learner help becoming
common to the basic UI of browsers. One aspect: every html rendered word
an invisible button that opens a help system able to provide anything
any learner might need to recognize-read and/or understand the word
(eventually) regardless of language, reading skill, vocabulary,
background knowledge, or age.
