Advance notice: Working in progress on a Web Machine Learning Working Group Charter

Hello,

This is an advance notice that a draft charter for a new Web Machine Learning Working Group is being prepared, with a mission "to develop APIs for enabling efficient machine learning inference in the browser."

The Web and Machine Learning workshop [1] concluded on September 29th (minutes at [2] and report forthcoming) with a recommendation to start formal standardization work on the basis of the Web Neural Network API currently incubated in the Web Machine Learning Community Group:
