The same notice has also been sent to various, dedicated mailing lists to get a wider response from the community. Unfortunately, the number of responses expressing interest in this new work and providing the necessary technical feedback, has been very low, which seems to indicate that starting up a Working Group would not be a successful endeavor. As a consequence, the plan is to stop developing a Working Group charter. Instead, we are considering looking at another, less ambitious technical solution to the original problem [2] within the framework of either an existing or a new Community Group. The goal is to publish a technical proposal in the form of a Community Group report. Community Groups Reports are not standards-track documents but may become input to the standards process [3].
