(issue registered as https://github.com/w3c/charter-drafts/issues/193 <https://github.com/w3c/charter-drafts/issues/193>) The proposed Devices and Sensors Working Group Charter has a normative dependency on an external document that can be updated without the AC's approval, and charters should have no such things. The charter says that the group will follow a "test as you commit" approach, but that term is defined elsewhere in a github hosted README. How the term is defined (such as whether it uses SHOULDs or MUSTs) will impact the work mode of the working group. That should be in-lined in the charter. —Florian PS: I know that this sentence comes from the charter template, but that's not material to this charter's review. The template is a convenience for preparing charters, not a document that has been approved by the AC and that must be followed no matter what.
