Support of the DID Working Group standard at W3C

I am writing to express Ockam's enthusiastic support for the DID standard,
it's working group, and it's W3C charter.

Ockam is using DIDs as a core component in the Ockam Open Source SDK
<https://github.com/ockam-network/ockam> architecture to create
cryptographically secure identifiers for connected devices and the IoT.
DIDs play a key roll in Ockam that underpin its connectivity,
authentication, and messaging protocols.

We commend the work and community that has already coalesced around DIDs
and are excited for its future as part of W3C.
