All but 2 of the proposed charters lack a decision section. and the two with decision sections don't have the paragraph on asynchronous decision making for meetings to enable participation worldwide participation. Here's some suggested text from current charters. You could take the whole decision section from a charter like WebApps. W3C is a world wide organization and any telecon is going to be at night for someone and travel can be very expensive. WG Charters have been adopting text like the following to allow everyone worldwide to participate in decisions (the wording below is taken from the Performance WG, WebApps, Second Screen, Auto and others also use it). This doesn't slow anything down. The decision is made, changes are made, and if it gets objected to, it gets backed out if it is reversed. [[ Any resolution taken in a face-to-face meeting or teleconference is to be considered provisional until 10 working days after the publication of the resolution in draft minutes sent to the working groups mailing list.
