[wbs] response to 'Call for Review: Spatial Data on the Web Working Group'

The following answers have been successfully submitted to 'Call for Review: 
Spatial Data on the Web Working Group' (Advisory Committee) for Southampton,
University of by Nicholas Gibbins.


The reviewer's organization suggests changes to this Charter, but supports
the proposal whether or not the changes are adopted.

Additional comments about the proposal:
   The inclusion of the OWL Time Ontology among the deliverables for this
WG needs to be better justified; we agree that it is important to complete
the development of that ontology (through W3C Recommendation), but it isn't
clear exactly why it should be the responsibility of this WG, nor how the
Time Ontology should interact with the other vocabularies to be developed
in this WG.


The reviewer's organization intends to participate in these groups:
   - Spatial Data on the Web

The reviewer's organization:
   - intends to review drafts as they are published and send comments.
   - intends to apply this technology in our operations.
