Charter for a W3C WebTransport WG

Hi all,

The WebTransport API which we briefly discussed during our TPAC F2F last
year [1] and which promises to expose new network semantics to Web
browsers is now being proposed as a standardization item in a new
dedicated Working Group charter:

I have been looking at getting a presentation from one of the related
spec editors to the group - the chairs and I will let you know once we
get that confirmed.
