Re: framework document

I think, we need metrics on the deployed platforms among the targeted
populations (i.e. what kind of mobiles they have? do they have wap? gprs?
edge? 3g? what level of standard conformance do their mobiles have?) and
some prospective metrics of the same kind.

maybe we should add it as a goal.
