Greetings! On the LilyPond-side of things, I'm of the opinion that it should also be in the "Music Notation Programs" section. I'm aware that it doesn't ship with its own GUI, but through one like Frescobaldi, it becomes "full-fledged". That isn't the only GUI front-end for it, of course, so I'm not sure what makes the most sense there. If the requirements for this section are what you say, then LilyPond certainly has a place. If it's not included in the list because it lacks a GUI, then I think it's worth discussing how it can be in the group.
