Upon further reflection, I have decided not to proceed with this change. As [I originally wrote when this was first requested](http://smufl-discuss.50501.x6.nabble.com/smufl-discuss-Re-Arrow-alignment-tc571.html), none of the various possibilities for standardising the registration of these arrows and arrowheads are ideal, and what tips the balance for me in favour of taking no action is that at the moment, all of the arrows and arrowheads are entirely contained within positive design space, which makes the arithmetic of handling them easier when positioning them relative to other notated elements. Therefore I'm going to close this issue without taking any further action.
