Re: [smufl] Change alignment of arrow/arrowhead range to be centred around the origin

I propose that the alignment of the glyphs in the [Arrows and 
arrowheads](https://w3c.github.io/smufl/gitbook/tables/arrows-and-arrowheads.html)
 range be changed such that they are centered around the origin. 
Unless there is any discussion to the contrary in the very near 
future, I will make this change and update the implementation notes 
for this range to make this clear.
