ISSUE-116: space normalization in ITS loc note

Hi,

I think that this issue

https://www.w3.org/International/multilingualweb/lt/track/issues/116

is irrelevant for the ITS specification, we do not need unified space
normalization definition for ITS loc note (we don't have this for other
elements as well). Of course what is needed precise way how to compare
test suite results in this case. But this is task for test suite
maintainers.
