[all] handling of actions and issues - please check for missing issues before next call

Hi all,

we have discussed a lot of things that are stored as actions. This makes it
difficult to find the history of a topic. Hence I suggest that we organize
our discussions around *issues*, and actions are used to move the
discussions forward or to finalize them.

I went through the mailing lists for April and March and found a few
discussions that actually just got dropped, e.g. "parameter for rules", now
ISSUE-16
https://www.w3.org/International/multilingualweb/lt/track/issues/16

I also realized how many discussions we already had related to cache, see
https://www.w3.org/International/multilingualweb/lt/track/issues/13
Sorry for that, Pedro, please be patient ...

All, please
- have a look at the mail archives and let everybody know *in this thread*
what issues are missing and what actions are related to that.
- the co-chairs will then update the tracker accordingly.

I have created action-90 for dave who will chair next week's call, so that
we don't forget about this.

Please do this check before the call and asap - in that way we can
integrate more things (or clean more things) in the requirements document.

Thanks,

Felix
