this is already defined in ITS 1.0
http://www.w3.org/TR/2007/REC-its-20070403/

"The value of the
selector<http://www.w3.org/TR/its/#att.selector.attribute.selector>
 attribute MUST <http://www.w3.org/TR/its/#rfc-keywords> be an XPath
expression which starts with "/". That is, it must be an
AbsoluteLocationPath <http://www.w3.org/TR/xpath#NT-AbsoluteLocationPath> as
described in XPath 1.0 <http://www.w3.org/TR/its/#xpath> or its successor.
This ensures that the selection is not relative to a specific location. The
resulting nodes MUST <http://www.w3.org/TR/its/#rfc-keywords> be either
element or attribute nodes."
