ISSUE-27: Local withinText implementation

Hi,

Just an update on this data category.

This being a simple addition to the existing data category, it is relatively simple to address. So, I've implemented and tested it in the XML Filter for Okapi (see attaché original XML file with ITS rules and an output in XLIFF showing the second <span> not treated as 'element within text').

Ingo, from SDL, indicated a strong commitment to implement it within the next weeks as well.

Question: Will we use some kind of reporting format to provide results of tests by implementations?
How about a common output format to compare the various implementation results against expected results?
How do we gather results from non-WG members like SDL who have implemented the feature but don’t have time to create special output for the WG?
