I would actually drop all these choices, if we don't get a committment from
MT tool vendors to produce these. And I would prefer dropping as much as
possible of choices.

David, can you work on getting this committment before we finalize the data
category?

How about replacing here and for other data categories "applies to" with
"(for element nodes) inherits to"? That would then be identical to the
"inheritance" column at
http://www.w3.org/International/multilingualweb/lt/drafts/its20/its20.html#datacategories-defaults-etc
I don't think that we need to specify "applies" to separately. See the note
at
http://www.w3.org/International/multilingualweb/lt/drafts/its20/its20.html#its-information_versus_content
