For the three data categories mtConfidence, textAnalysisAnnotation and quality we have a similar situation: some information is a kind of setting (which tool was used or in the case of quality which quality model), and there is confidence information given for parts of the content. 
With all three data categories we run into the same issues. The settings are needed just once and can be inherited throughout the content. This doesn't fit to the ITS inheritance model, which requires overriding of all information for selected nodes.
I don't know a clear solution for this yet, but we probably should align the three data categories, or in some way factor out the tool / model identification part - maybe via a separate data category.
