testsuiteDashboard.xsl - empty files are valid

Hi all,

I just pushed a small change to the testsuiteDashboard.xsl, because I 
found a bug, that empty files passes all tests. No changes in the 
coverage, so nobody accidentally committed empty files and misused this 
bug. :)
