[bug] LocaleFilter

Hi Leroy,

Sorry can't remember if this is how you wanted the subject line and I don't see the webinar slides on the website yet.

Can you update the html output files to include the default localeFilterList="*" since it's a default value. The xml output already has it.

I updated locale3htmlrules.xml with a missing h: prefix.
