"#unresolved-issues"><ins class="diff-chg">four exceptions</ins></a> . The other,
non-normative sections contain only explanatory material and will be updated in a
later working draft. <del class="diff-old">Hence, the</del> <ins class=
"diff-chg">The</ins> Working Group <del class="diff-old">especially</del> encourages
feedback <ins class="diff-new">until end of April 2013</ins> on the <del class=
"diff-old">normative sections. The goal is to move out of last call without any
