Another issue is the granularity of the priorities. Relevant levels appear to include at least AppFoundation -> Activity -> Group -> Spec -> Feature/UC/Requirement. Presumably, a measure of success will be if this effort results in broad consensus about the priorities of the finer details (especially if there is broad consensus among the document's identified stakeholders). -AB
