Source of code in CSSUtils

Following on Jo's question today on the call -- I'm not sure the right
people were present to answer it --

Jo was saying that he thought the code in CSSUtils actually came from
another source? like the W3C CSS validator project maybe? if so, that
is OK, we just need to make sure it is attributed correctly by adding
some kind of attribution, the right copyright statement, and a copy of
the license.
