Proposal and Proposal Discussion page moved to Github

At Kathy's request, I have taken David's first proposal and moved it to 
Github:
http://w3c.github.io/Mobile-A11y-TF-Note/TouchProposal.html

The  second proposal, which captures the discussions in a more organized 
way is also in Github here:
http://w3c.github.io/Mobile-A11y-TF-Note/TouchProposal_Discussion.html

This way, we can continue the discussion and receive Github Issues. I 
did this in haste (with apologies), just copying the HTML and doing 
minor cleanup.  It is NOT in ReSpec (although code fragments remain in  
it).
