This feels even beyond UAAG and something that needs to be dealt with at OS level itself. But fundamentally, not something that's specific to "mobile" in my view, but an equally valid problem on all platforms (but it just so happens that currently on phones/tablets, due to their OS limitations/architecture, the problem is most prominent).
