MicroXML design goals

If anyone objects, please propose alternate wording.

It's time to adopt the design goals and move on from there.  They are
posted at:

http://www.w3.org/community/microxml/wiki/Design_Goals

Again, if anyone objects, please propose alternate wording, and reasoning.
 I'd like to close on the design goals by the end of next week.  We can
continue to work on other issues in parallel, but the design goals should
provide the fundamental context for those other discussions.
