I don't think that PHP is argument for preserving PIs. PHP can use
<?php?> anywhere including attribute values. For simple scripts you can
pretend that PHP can be written as well-formed XHTML with few PIs, but
more complex scripts will step out from XML well-formdness anyway. So it
is easier to think about <?php?> as about preprocer which is in another
level then XML parsing.
