Re[2]: CfC: Publish EME v2 and the HDCP Version Registry

Forgot to close the loop on this call for consensus. Both specs got 
published a couple of weeks ago, latest published versions at:
- EME: https://www.w3.org/TR/encrypted-media-2/ and node 
https://www.w3.org/TR/encrypted-media/ now redirects to level 2 as well, 
as was done for MSE.
- HDCP Version Registry: 
https://www.w3.org/TR/eme-hdcp-version-registry/

Publication was done jointly with the other registries and registrations 
updates, see summary at:
https://www.w3.org/news/2024/drafts-and-notes-update-of-the-media-source-extensions-mse-and-encrypted-media-extensions-eme-families-of-specifications/
