Last Call handling of device capabilities discovery

Hello Task Force Members,

This email serves to note that feel the following comment has been
adequately addressed for Last Call on the current media capture spec:

While the output device handling proposed here has been deferred to a later
timeframe, I feel that input devices are now handled adequately, and that
is all that's really possible with the Media Capture API as it stands
without additional work to address output devices across the board.
