I'd like to get at the what causes the differences from "black" packets flowing across the web vs no packets flowing across the web. That's worth solving, but I think that we can do that in WebRTC. Maybe define that muted or disabled tracks transmit silence/black/stillness then no further packets. And we need to discuss whether SDP is involved.
