Chairs' review: Status and next steps

The chairs have reviewed the input that resulted from our call for 
issues with a deadline of June 15.

At the moment, there are 39 open bugs; most of them seem to be of the 
type "it's obvious what to do, the editors should just fix it" - none of 
the others seem to be likely to result in radical architecture changes.

Thus, the chairs believe that it makes sense to plan for the following 
actions:

- Editors will work on the "can edit" bugs, incorporate the fixes for 
those into the spec, close the bugs and emit new draft versions.

- Chairs will try to guide discussion on the list to resolve the 
outstanding "for discussion" bugs, with the aim to resolve them as soon 
as possible.

- If this process proceeds reasonably fluidly, we can hope that we will 
have closed this bug set by the end of July, and that we'll issue a WG 
Last Call in early August (which will undoubtedly result in further bugs 
being unearthed - hopefully, no huge ones).

- If all goes well, we should be able to achieve a W3C Last Call in Q3 2013.
